OK lets say the goals are.
- capture and detain terrorist who attempt entry
- exclude known criminals and gang members
- Maintain Republican national leadership
- track aliens in the USA
- enforce visa departure dates
- revoke green cards and visas of undesirables
- revoke naturalized citizenship obtained under false pretense.
- support the US demand for labor with a limited guest worker program.
So consider the policies that can accomplish these goals. Some ideas in no particular order. Any others?
- Erect a barrier at the nations borders where practical
- Patrol the borders
- Catch and deport/incarcerate rather than catch and release
- Voluntary registration with limited stay of working illegals (made legal by registration)
- Swift deportation of those failing to register
- limited guest worker program
The policy overall should be stable. Prohibition was unstable and unenforceable and caused a lot of unintended consequences including the Mafia and the rise of the Kennedy clan.

It will amount to amnesty because the government will never enforce the law and make them go home three or six years from now. That's the whole point of supporting an enforcement first policy. Other than that we agree.
