VERY INTERESTING!
Late 2002 the DC Circuit slaps down FISA for rejecting the Executive's interpretation of its authority; then the vast majority of these substantial modifications or rejections of FISA warrants occur in '03 and '04. 'Spouse FISA could be willfully obstructing/undermining the higher court's ruling with this behavior?

I would bet that some FISA Judges deemed themselves better for executing this War on Terrorism than our President and our President realizing this took his authorities right back. Congress Authorizes the War, the President exclusively executes the war and no where does it state "Court" has a role in a war.
