I recall reading about FDR's plan to pack the Supreme Court but Clinton was able to pack the FISA Court with ACLU types without anyone noticing.

Are you sure about that? MNJohnnie insists they were all appointed by Clinton. Now, I could believe a Clinton appointee would do such a thing but someone appointed by William Rehnquist who was first appointed by Nixon and elevated by Reagan?
