FISA Court members are appointed by the Chief Justice of the Supreme Court, not the President. Can't blame Clinton for this one. (I'll now go puke for defending BJ).
Yeah, but that was just a re-assignment.
They were picked from the current Bench. And I know at least one was a Clinton Appointee before the CJ tapped him for the FISA court.
