So, the Israelis had several hours window to target their barrage at these administrative buildings, but instead targeted some empty [pre-dawn hours] buildings. Speak of misdirected effort and wasted ammunition.

So any agreement with him can't be kept, because he isn't the effective ruler of his "country".
So, since he's only a figurehead, why bother to negotiate with him--it will all be meaningless.
