When Boomers were 19, who was in control and calling the shots?

The "greatest generation."

I disagree. They were still too junior, in 1965, and were middle management taking orders from the generation senior to them -- from the "whiz kids" and "wise men" David Halberstam wrote about in The Best and the Brightest. The "Wise Men" were older than the "whiz kids", who were the cabinet officers serving LBJ. They'd all been born a little before, or several years before, the "Greatest Generation". I think some of the younger "whiz kids" might have overlapped the latter, but most were slightly older. The "whiz kids" were defined by their dominative/competitive personalities*, their Ivy League (mostly Harvard) sheepskins, and their patronization by FDR, who was working through Bernard Baruch.

*This element is very important. The Atlantic Monthly once ran an article on this personality type's ascendancy in business and politics, and its lethal effect on innovation and inventiveness in America, as people with non-dominative, truly productive and innovative personality types have been weeded out of decisionmaking by this self-reinforcing "tiger club".
