Your friend is wrong and is living in a fantasy world of liberalism. There is nothing you can do about it. The debate you are contemplating will be a losing battle with this person, they will always change the criteria as soon as you show him wrong.
Just tell your friend where the famous "wall" between the CIA and FBI sharing information came from. It was erected by Jamie Gorelick, Clinton's Assistant Attorney General to shield Clinton from illegal foreign campaign fund raising (China and Indonesia) charges that the CIA had discovered. It prevented the info from passing to the FBI which would have prosecuted. See Louis Freeh's book; "My FBI".
