Here's a solution to a major problem staring them in the eye and doesn't get a mention.
As noted, the melons are full of polluted water. Grow more melons and trash them in a pit with a liner. Those melons can remove a lot of pollution that is in the ground.
Similarly, grow mustard everywhere in New Orleans. Mustard draws lead and other metals out of the ground.
