CT has had minimal population growth and a significant net out-migration of people who work and pay taxes.

It is all about the taxes and a guy named Lowell Weicker.

I would say that Connecticut income and sales tax are quite reasonable at 4.5% and 6%. Lowest in the region.

And I would certainly rather pay that than the 14% dividends and interest tax they had before Weicker. That was for people who don't work, but sure pay taxes.
