Nah, he's just been coached well. The eye-blinking thing is a subconscious signal that broadcasts love or affection. I learned that in theatre years ago. That is also true of the leaning forward and smiling that he does quite a bit. When he steps out from behind the podium, he is making the point that he is being more sincere at this point. He is opening himself. Clinton used to do it before he offered to feel someone's pain.
It's not wrong. It's just part of the experience. They have really good choreography and camera work.

He takes these sort of double steps in the direction he is speaking. I guess that's the same sort of thing -- meeting you halfway.
