I already had that section; thanks. I'd forgotten that was called 1802.

From my reading of that particular section, it only mention warrantless wiretaps of foreigners. The section I've been posting today seems to overcome that obstacle.

Also, Congress passed legislation after 9/11 that overcomes that obstacle.
