What about this part:

B: there is no substantial likelihood that the surveillance will acquire the contents of any communication to which a United States person [e.g. citizen or perm. resident /angkor] is a party; and

I believe this is where the claims of violation are coming from. Can someone pleases explain why this isn't a violation, as it seems to be.

I had the same question. I think the 2nd page of this article explains it. Plus the "Lone Wolf Amendment" a few posts above yours defines it.
