As the 9/11 Commission pointed out, to prevent 9/11 from happening again, we need to connect the dots. And realize that dealing with AQ isn't just dealing with law enforcement, but dealing with enemy who has declared war against America.
As president, I have the constitutional authority -- Article 2 -- to protect the country. Congress gave me additional authority, military authority.
