Pretend for a second that a bottle of Jack Daniels cost 50 cents. You're telling me that if the price dropped to 30 cents there would be more drunks. I'm saying a difference of a measly 20 cents is not going to change anything, it's already so dirt cheap that anyone who is going to be a drunk is a drunk already.
