The science is as yet unable to answer this question. Maybe because it is relatively safe for the perps - a serious violence too close to GWB, for example, would be treated with non-rubber bullets, and they know it. If they try something similar in HK against the Chinese supremo - they'll get a Tienanmen treatment. And protesting things like Davos conference is both "serious" enough and safe enough at the same time.
