The police can do just fine finding terrorists without this. This act serves nothing but to make America look like a police state. I heard Andrew Napolotano express very clearly last night on Fox News how useless some of these provisions are. If they want to invade someones' privacy, they better have a reason, some evidence and a judge's clearance.
In the meantime what happens while you're contacting, then persuading a judge to consider your request and the window of opportunity closes....the terrorists have planned an attack and you don't know about it?
I can think of about 3,000 other people that probably had very similar thoughts prior to 9/11.

The police have their hands tied and aren't even allowed to question or arrest an illegal alien they catch in the act of crossing the Mexican border, what makes you be under the delusion they'd be allowed to be of any help with terrorists?
