Or the leak came from the Senate. I've heard that the junior Senator from West Virginia has known about this for some time. I would not put it past him. Remember the memo.

IMHO you can also include rogue leftist factions within both the Department of State as well as the DoD in a seditionist rivalry to leak in order to aid America's enemies.

You can't just dismantle and start over like that -- though I do agree with your underlying point. At the same time, I wouldn't be at all surprised to learn that there are other, still-secret organizations that operate independent of the CIA.
