What we should do is declare war. While we are de facto in a war since we were attacked, we should declare war de jure so as to make warlike options available. Since we haven't declared war it makes measures like the Patriot Act debateable, makes it possible for politicians and journalists to make all kinds of anti-war statements, and generates a lot of unnecessary heat amongst ourselves.
