Found it. It's a National Geographic Global Literacy Survey of Americans:

Close to 30 percent could not locate the Pacific Ocean and 11 percent of Americans could not even find the United States.

That's the one I was thinking of. I didn't think it was a Gallup poll, but that was the only link I came up with the story I heard a few years ago.
