Is this limited to the oil industry only or is it industry wide?
With government rules and regs who wants to work in any area where you know you will probably get the shaft, sooner rather than later.

I think it's true across the economy. It is however limited to execs. At lower levels, currently, immigrants and expats on visas are used for backfill. Probably too much so and as a result, Boomers, Xers and Yers suitable for low level positions are as a group underemployed.
