Note to Bush: There's a nifty little tool given you by the framers of the Constitution. It was put in there as a check on the power of the legislature. It was intended to be used.

It's called a VETO!

this is tied to the entire defense bill. and have you seen how few republican senators oppose it? the veto is not going to work.

It doesn't matter. Most, but not all people will give the President a pass on this when in fact he could veto it. Just like CFR.

There's a lot of McCain complaining on this forum, but I really believe that the WH simply uses him as a conduit for things they really believe in but want to be perceived as being backed into a corner in having to do.

Why else would the President be so cozy with the Senator? Let McCain do the dirty work and take the heat.
