Was he the guy known as OKCSubmariner?

No -- his screen name was Michael Rivero. He was a serious conspiracy theorist. Among other things, he loved to post some pictures of a Ryder truck as "evidence" of ... well, I can't remember what, exactly, but it was of course a big conspiracy. He got more and more bizarre and abusive, and was finally banned.

As evidence that a Ryder truck identical to the one used in the OKC bombing, with military support equipment and personnel, was indeed at the Special Forces and FEMA training compound at Camp Gruber near Briggs OK at the approximate time of the bombing.
