You cannot drink or smoke anything in a dorm room. That's pretty much standard everywhere
Not where I went to school. So long as what you were smoking was legal, and if you were of age when drinking, the school didn't care. And actually, they really didn't care about underage drinking, kind of gave a wink and a nudge. Provided that everything was well under control, my RA's really just didn't want to know.
