This behavior is identical to what I've seen when trying to start an IV on an IV drug abuser. They are ticked off because the nurse or doctor can't hit a vein and usually offer to try themselves because they could certainly do a better job of it.

This guy spent many years in prison, and he wasn't all that old when he went in, say in his early twenties? I wonder how his veins got that bad they had so much trouble. I would think he couldn't get drugs or IV paraphenalia in prison, but I'm probably wrong.

You are certainly wrong in that there are tons of drugs in prison. I don't know about IV paraphernalia.
