"I want to remind those who are on the other side, those who allegedly defend Islam, that the Russian Federation has always been the most consistent, loyal and staunch advocate of Islam," Putin said.
"Russia was and remains the best partner of Islamic states," he said.

Ironically, Putin is correct. Pakistan has a 39% literacy rate, Afghanistan is at about 12%, whereas Uzbekistan is 100% literate. The Russians were often unbelievably harsh, but they still treated their Muslim subjects better (in many cases) than the alternative.
