Arnold has issued more pardons and clemency orders than did Davis.

Gray Davis would have denied clemency also. This is a state in which support for the death penalty is wide and deep. There's not much support for clemency, which would benefit serial killers, a group for whom there's not much public sympathy. I don't see how the decision could have come down any other way today.
