Where in the Constitution is a provision for the housing of hurricane victims?

Right underneath the paragraph that allocates funds for midnight-basketball and music-CDs for pregnant women.

I am surprised you didn't know that.

Abolish all fed agencies. Other than regulating interstate commerce, protecting the borders, and settle ing disputes between states where in the Constitution does it say we have to pay for any hurricane relief anywhere, guarantee housing, guarantee jobs, etc...
