Go back and re-read your bible. God gave them judges, and they kept asking for a king. God finally gave them a king. Yes, they voted (prayed repeatedly) for a king.

A couple of concerns that neither of you have (and can't) addressed. One being Moses, and Aaron afterwards, for one led the people as a king would. Most of the votes by the people on the way to the Promised Land were opposite of what God would have wanted. To suggest that God, Christ, or the Holy Spirit advocated democracy or any other sort of worldly government is disingenous at the very least

Another concern of course is the election of judges prior to the time of kings. This was not done by the people either. Call it a judge or a king, it was the will of God and those chosen were chosen by God not the masses
