B.S. That's when a President uses the bully pulpit and uses 'political' pressure. I believe I've mentioned to you before that the President had to freaking NEGOTIATE with the networks to carry his major address to the nation on June 28th.

The opposition party response to political speeches predates 2001.
It started as an opposition response to the State of the Union and soon applied to any/all prime time Presidential speeches.
IIRC, the opposition response has been status quo for several decades. I think it became routine practice in the 70's or 80's.

Also, people can get the speech of the new media outlets like the internet. In the past speaking during prime times would have been usefull, but in todays world not as effective.

Tom Oliphant was on Imus this morning dismissing this speech as boring, saying we had already lost interest in Bush speaking about the war again, and noting Bush did the same thing last year and bored us to death.
