I did a search but failed to come up with links or details but . . .

back in the 70s, in Brandon Manitoba, a man strangled a girl to death with wire underneath one of the cities bridges.

He was subsequently incarcerated for a decade or so, released and then proceeded to kill another individual.

They locked him up again.

End of story?

Nope.

They let him out again.

He killed again.

I sincerely hope the respective judges are some day called to account.
