Dutch officials said they would press to set up a prison of their own in Afghanistan so that any suspects captured by Dutch troops there would not be transferred to Guantanamo Bay or other American facilities.

The euros might be doing some grandstanding on the torture issue, but its all pandering to its citizens.

Let's put it this way. The euro powers that be don't want to make too big a deal about it since they have behind the scenes policies on torturing to get intel as well. Behind the scenes, they are assisting the US in these matters since they know its benefits them as well.
Many don't want to see more bombings like what happened in Spain and England.
