The entire South Asia is of military interest. The Russians are paranoid if they think this is aimed primarily at them.
1) Containment of China - China cannot expand westward, in the event that they explode out of their borders. U.S. forward bases in the nations create a direct line of supply for U.S. military forces to China's western border.
2) Anti-terror support - Terrorist organizations do not recognize borders, and often operate between multiple countries. American bases give those countries the ability to call on U.S. military forces to support their own militaries in small unit actions.
3) Economic opportunity - Our bases inject capital into many very poor economies who come to rely on American servicemen and women who spend their pay locally, and the employment of various base civilian positions, and of off base businesses.
4) Training and deployment - Our military is a field military. Rotation out of country hones their skills, gives them experiences unavailable here at home, and provide them opportunities to work with the militaries of the host countries in their own environment out of the comfort of our own installations.
5) Russia - If Russia slides backward, where better to have bases?!?
