the idea is to get rid of concealed carry. after all, unless its due to negligence (like i leave my weapon in a public bathroom) why should i have to cover damages for a weapon of mine that was stolen? that would be along the same lines of suing the company for making the product. i wouldn't be the one who did the damage, so i shouldn't be held responsible.
I don't know that they are limiting themselves to abolishing concealed carry. There's no reason, inasmuch as any of this is based on reasoning at all, that this bill's language could not apply to all firearms.
And did you notice that there proposal of having a member of GOAL sit on the board that would oversee this system?
I would hope GOAL would fight this legislation like animals.
