no they are not all convertable.

The visa "waiver" program for specific countris has a NON-convertable visa. (clearly stated on the I-94w)

Many use HARDSHIP applications to bypass the noncovertablity of visas.

They don't have visa's; hence the name "Visa Waiver".

Any "visa" is convertible.
