When it comes to global warming, making promises is easy. Keeping them is hard, California is learning.
Six months ago, Gov. Arnold Schwarzenegger made international news when he committed the state to meeting strict targets reducing greenhouse gases as a way to fight global warming.
A closer look at California's emissions of carbon dioxide and other gases that scientists say cause global warming reveals that even under the best scenarios, California will miss Schwarzenegger's targets by a wide margin. According to a new report, the state will miss the goals by at least 21 percent by 2020 unless his administration and the state Legislature take sweeping new steps to cut California's use of gasoline in cars, natural gas in power plants and other fossil fuels.
Many of the options that could reduce fossil fuel consumption the most -- such as a higher gasoline tax, a "carbon tax" or new laws capping the amount of emissions from power plants -- also are the most politically controversial.
The issue is taking on new importance this week.
Tonight, former Vice President Al Gore is scheduled to give a speech at Stanford University with Schwarzenegger's top environmental adviser, Terry Tamminen, on global warming. On Thursday, a report is due out from the Climate Action Team, a 15-member task force of state officials the governor put together to recommend specific ways to meet the targets.
"We want this to be meaningful. We don't want this to be a sham. The governor is sincere in his targets," said Alan Lloyd, secretary of the California Environmental Protection Agency and chairman of the task force.
Monday, Lloyd would not provide details of the group's recommendations. They will include a range of options, he said, among them a state "cap and trade" program.

The same people that brought us stem-cell research. Here we go!
Of course. We need hydrogen highways!!!
Ha! is Kali about to charge the illegals $7 per gal. for the gas they use to exercise their drivers lic. privlidges??? Ha Ha Ha Ha Ha!!!!! It just keeps gettin richer don't it?
The traffic nightmare around places like Los Amgeles is a disgrace. Cars sit in traffic spewing pollution because there's not enough highways. Why that is, I don't know. But I will gladly join the liberal environmentalists in calling for massive highway projects in order to alleviate this unnecessary situation. The environmentalists want more highways to reduce pollution, don't they?
I'm trying to decide which has a worse future: California or France? Each seems determined to take the wrong fork in the path when it comes to critical decision-making. The California where I was born no longer exists.
LOL only if they are for red legged frog, fairy shrimp or salman.
Nope. They want bicycle paths.
follow the money.
With a $50-$100 Billion Bond package on the drawing table, there should be plenty to follow.
What the enviro's really want, and are pushing for again in 2006 with the gazillionth attempt for a ballot measure to fund it, is high speed rail. Going back into the fifties and sixties, the lefties have been pushing for commuter rail ever since. They actually are behind the disappearance of all the old Mom and Pop gas stations in this State. Where we live six stations have been forced out of business...but that is a different topic isn't it.
Reality slaps them in the face again
Must be an amendment in the Constitution I missed.

I believe you're referring to the Howard Dean Bike Path Emanating Penumbra Amendment. Let's recall that Dr. Demento quit his church in a dispute over a bike path.
Someone needs to start a Politicians Anonymous program, the first step is to admit your a spend-a-holic
What was the song..."We've Gone As Far As We Can Go..."?
Deport the bean eaters!
they could always hope the economy collapses... seems to be what some of them are trying to do anyways.
