First convicted offense, chemical castration and a large tatoo on their forehead to serve as a warning to anyone around him.
Second offense, breast implants, a makeover and then release into the general prison population - they'll know what to do with it.
Your comment reminded me of a Twilight Zone episode I watched some years ago. In a future society certain criminals convicted of particluar crimes (in the show it was political crimes)had a mark placed on their forehead. They were sentanced to wear the mark for a specific period of time and, under the law, were considered "invisible". No one could help them, they could be attacked, beaten, abused, etc. No hospital could give them treatment, no one could give them food. If at the end of their term they were still alive the mark would be removed and they would once again become a member of society.
