And who determines the benchmark and standard that defines productive?

It seems pretty subjective if you ask me. The rocket ship conjecture is a bit far out for my taste, but panspermia is alive and well as a hypothesis, but panspermia is alive and well.
A productive ide is one that generates research or which suggests research. After 203 years, we are still waiting for ID to generate research.
