It's pretty well established that the LA and NO govts were criminally incompetent during Katrina (and all other times). The question now is what will be done about it. I'm cynically betting "nothing".
Any attempts to hold those responsible to accountability (notably Nagin and Blanco) will be labeled racist and sexist. No one's going to touch either of them with a 10 foot pole.
