As I understand it, and my apologies for the brief response (full day planned), the forgeries were not the documentation the President used to formulate his 16 words in the SOTU. Apparently these forgeries had been around a while - someone was just waiting for the opportune moment to use them. The article referenced in my above post is a must read.
