Sadly, this sort of thing has worked in Canada in the past. If I'm not mistaken Pearson, Trudeau and others didn't have parliamentary experience when they were given seats in order to serve in the Cabinet. Then they were on the inside track to lead the government. Such things happen in ~~one-party~~ parliamentary systems.
