Threat came by phone through the constituent services of the Governor's office. Not typical behavior for a terrorist, maybe a one-off whacko.

What is typical terrorist behavior? In my mind, a terrorist isn't going to say where a bomb is located (at least, not until demands are met), especially if he wants it to go off. Then, if he doesn't want the bomb to go off, why plant it?
