It's unbelievable that the owners of the fencing company haven't been fined enough to make it worth their while to make sure they are obeying the law.
I say fine the companies doing the hiring and use the money to fund INS operations so they can in turn go after more companies. Shutting down the companies will just make them pop up elsewhere under a different name, you have to hit them where it hurts the most - the wallet.
