Not the whole agency, but one or two (my guess) Clinton Era people. That would be enough to make the whole agency look bad.

I think there are more than two problem employees from the CIA. Consider also, that the Clintons fired and replaced just about anyone they could in any branch of the government while they were in office. I think the justice department is particularly a problem since that is where they go when found out (Sandy Berger, e.g.) so that they can skate. (Yes, I know Berger was convicted, but that was a slap on the wrist.) Even the White House travel office was replaced by Clinton cronies. At the time, I thought it was just cronyism, but now I wonder if even the travel office was covering up for Clinton crimes.
