Shut down bathhouses, gay bars, porno theaters, anyplace these cockroaches congregate. Require that hospitals and clinics that treat these vermin report them to public health offices. Have those offices then track down the vermin and offer them one chance to forswear spreading the disease. If they are found to have violated their promise, quarantine them. Provide minimal treatment until the disease runs its course.
But don't kid yourself into thinking that "education" or condoms are anything but panaceas. These creeps are so deep into their pathology that they don't care about killing themselves or anyone else. They should be treated as the public threat they are.
