If you read the file you will see his pattern of behavior is not that of a typical street thug but rather a criminal psychopath. The robberies are not a means to gain money but a vehicle through which the perpetrator can terrorize and inflict horrible pain and death on his victims. Psychopaths are usually able to charm and manipulate. Of course it's not hard for a convict to charm some numb-nuts like Mike Farrell. If Williams doesn't die, he should be working in a prison factory 12 hours a day for life, with his wages going to families of the victims.
