That's an Excellent point to make. Wouldn't want anyone to think it's ok to carry a handgun localy without the CCH permit..... But a Winchester behind the rear seat is ok, right?
A Winchester behind the seat *in plain view* is okay. I think the reasoning behind that is that a long arm is a rather unwieldy weapon to use inside a vehicle to catch a peace officer by surprise with. (How many rules of grammar did I violate there?) Handguns are obviously a different story.
