If you think about that treaty histoically, in WW1 the killing was on such a large scale that the world was horrified and apparently the perception was that soldiers injured or killed by chemical weapons suffered more than their counterparts who were shot.
I'm not sure that would be true with most modern chemical weapons. I'd much rather be nerve gassed and die in 5 seconds than to get shot in the stomach.
