Interesting that a shotgun in 1979 era was even registered at all.
I thought that long guns were exempt from the "registration" stuff, and none of the registration crap started until way past 1979.

I believe the issue is the shotgun was under the legal length. To legally own one, you have to register it with the ATF as an SBR (short barrel rifle) and pay a $200 tax stamp. Its not paying the $200 that is a capital offense with the Feds.
