I have always believed that the Lewinsky scandal was a diversion from the Chinagate scandal. Just weeks before the Lewinsky scandal was breaking news, Senator James Inhoff took to the senate floor with a speech I will link at the end of this post. Inhoff's speech on the Senate Floor basically claimed that Bill Clinton was guilty of Treason, Shortly after that, the media was distracted from our National Security by the Drudge report that broke the news of the Lewinsky affair, after Isakoff of Newsweek refused to publish what he knew.
But Clinton was so corrupt, that I doubt this was some kind of pre conceived event, I think it was simply one more example of Bill Clinton's dumb luck
