Marriage IS a religious Sacrament.
It shows great hypocrisy to want to label something as religious and then to choose to selectively ignore the religious aspect.
This applies to both hetero and homosexual couples.
If two people make vows to each other, it is an agreement or a union. They are bound (albeit weakly) by the rules of the government.
If two people make those vows to each other in front of God, then only God decrees that it is a marriage. Then they are bound by God's rules as well as the rules of the government.
